WASHINGTON—Presidential debate watchers were treated to a brief case study of Canada-U.S. relations during the final Obama/McCain contest at Hofstra University in Long Island, New York, on Oct. 15 when John McCain managed to describe Canada as both friend and foe in the space of a few minutes.
