The Responsibility to Protect - a Third World Perspective

Much has been written about the reluctance of several Third World countries to fully endorse Canada's "Responsibility to Protect" (R2P) initiative. There seems to be some suggestion that somehow these countries are less concerned with the plight of suffering people and merely want to maintain the principle of state sovereignty at any cost. Nothing can be further from the truth.
