Electoral Conundrum in Haiti and Costa Rica

In the early hours of Feb.16, a decision was made that prevented a new explosion of violence and bloodshed in Haiti. The Provisional Electoral Council declared René Préval president-elect, after deciding to distribute the blank votes among all candidates, raising Préval's percentage above the 50 per cent threshold.
