Around this time last year, we wrote about the decidedly odd events at China's national day celebrations at its embassy in Ottawa. On that occasion–the 57th anniversary of People's Republic of China–the highest-ranking government member at the event for most of the evening was Deepak Obhrai, parliamentary secretary to then-foreign affairs minister Peter MacKay.
