July 1968 stands as the date on which the first modern terrorist operation was carried out. According to Bruce Hoffman, director of the Washington office of the Rand Corporation, this was when the PLO began hijacking Israeli El Al flights, heralding a new era in international relations. However, there has been more written on terrorism since Sept. 11, 2001, than there had been since 1968. It is actually quite frightening to consider that 9/11 forced liberal democracies to forge a military response, even though scholars were (and are) divided on both the causes and the ideal responses to international terrorism.
