As oil prices hit $60 per barrel this year, policy old-timers started to think about the impact of another energy price shock on Canada and its position in the world. And more importantly, they started to consider possible and appropriate policy responses. Baseball legend Casey Stengel said it best: "It's déjà vu all over again."
