A Peek Into Canada's 'First Face' and the Chief Behind It

It was 8:30 a.m. on Nov. 2 when the new Chief of Protocol walked into his office at the Department of Foreign Affairs on Sussex Drive. The phone rang. It was French Ambassador Daniel Jouanneau at the other end of the line informing him that Dominique de Villepin, Prime Minister of France--who was expected to visit Canada later that day--had cancelled his visit. Intense riots by angry youth were getting out of control and Mr. Villepin had to stay at home to deal with the situation.
