WASHINGTON—It turned out to be fitting that Canada's image of the land of ice and igloos was evoked in hot, humid Washington this week. In one development, Canadian packaged ice distributor Arctic Glacier was a target of a U.S. Justice Department price-fixing suit against three ice companies for allegedly colluding to divide territories and customers to prevent clients from seeking better prices.
