Canada's Moment

Senator Roméo Dallaire, the retired general whose name is still analogous with both the sadness of the Rwandan genocide and the nobility of those who tried to stop it, stood up this week to address the cause of nuclear non-proliferation and disarmament. Some might say it's a lost cause because the treaties that once promised to hold back the hand of the doomsday clock are now in disarray.
