The United Nations' high representative for disarmament affairs is set to come to Canada just after an Iranian nuclear deal was penned and amid Canadian parliamentary chatter on international treaties to control the arms trade and the use of cluster bombs. Angela Kane is scheduled to give a talk at the University of Ottawa on Dec. 4.
