Needs A Better Excuse

Finance Minister Ralph Goodale has said that the reason Canada will not come close to reaching the international aid target of 0.7 per cent of GNI is that our economy is growing so fast. Let me get this straight: if we weren't getting so rich it would be much easier for us to do our fair share for the world's poor? The Finance Minister might want to think of a better excuse.
