Gwynne Dyer stated that a policy of pre-emptive nuclear strikes is self-defeating (Re: "France Is Becoming Another Nuclear 'Rogue State'" Embassy Jan. 25). He suggested that cost factors are part of this picture. I agree with his view, but suggest that these rogue nations are ideologically blind to their own faults. Both the U.S. and French nuclear posturing only serve to increase international resistance and revolt against such imperialism. Non-nuclear nations and non-state underground activists are reacting to those persistently menacing threats in other indirect ways, such as terrorism.
