Why is India Being Snubbed from the Global Nuclear Group?

It is perplexing as to why the Global Nuclear Energy Partnership established a year ago has not invited India, but has China, Japan and Russia as members along with the United States and France (Re: "Global Nuclear Group a Risk for Canada: Critics" Sept. 12). Canada is considering an invitation from the U.S. to join.
