War on drugs isn't working

Re: "Vienna columnists not impartial," Aug. 11) As a serving police officer, I don't condone drug abuse, nor breaking the law. But after decades of heavy enforcement in the United States, Canada and around the world, it is clear that our drug laws have failed to keep drugs off our streets.
