International Judges help restore justice in Kosovo

Local judges in Kosovo benefit from the expertise of international judges in their districts, said Paul Chevalier, a Judge with the Quebec provincial court. Speaking from his own experience as an international judge in Kosovo during a nine-month period in 2003, Justice Chevalier said that the sharing of knowledge between international judges and local Kosovar judges is a small but effective step in bringing independence and impartiality to the fledgling judiciary in the post-war Balkan region. Justice Chevalier spoke about his experiences and the effectiveness of the United Nations' judicial assistance program at the University of Ottawa on March 31, sponsored by the International Commission of Jurists.
