CIDA Not Abandoning Small NGOs, Minister Insists

The flaw of a suspended federal funding stream that contributes to overseas development projects is that it pits small Canadian NGOs against each other for money, International Cooperation Minister Aileen Carroll told the Commons Foreign Affairs Committee yesterday. "I'm not sure that we should be asking small NGOs to compete with each other to get funding to projects," she says.
