The foreign policy priorities of Prime Minister Stephen Harper's government were revealed yesterday to include a bigger role for Quebec in the United Nations' cultural agency, parliamentary approval of important global treaties, more effective foreign aid spending, and an apology to victims of the Chinese Head Tax.
