Winnipeg University President Lloyd Axworthy is heading the OAS's election observer mission in Peru, where tough new election rules are set to change how democracy works

Former foreign minister Lloyd Axworthy is in Peru this week overseeing the first presidential vote since the introduction of new electoral laws drafted with Canada's input and designed to make the voting process more accountable and transparent. "This is the first test of that system," says Mr. Axworthy, in an interview.
