CIDA Boss Hints at Shift to Stable Nations

MONTREAL-The president of the Canadian International Development Agency, Robert Greenhill, has hinted that the government will shift more focus towards countries that have solid economic and political foundations upon which to build, rather than on the poorest failed and failing states.
