U.S. Border Rules Flexible Yet Unclear

The U.S. Department of Homeland Security's proposed travel rules shouldn't be set in stone until a driver's licence pilot project on the West Coast is complete, officials say.

While proposed regulations on what types of documents will be required to enter the United States by land and sea show some flexibility by leaving the door open to enhanced driver's licences, the proposals are confusing and will require "an encyclopedia" to interpret, officials say.
