Critics Want Bernier's Successor to Count

Experts and the opposition say the government has to reverse its fortunes on foreign affairs.

One month after the Quebec-based Royal 22nd Regiment, the Van Doos, began deploying to Afghanistan last July, sending the sons and daughters of a province strongly opposed to the war into battle, Mr. Harper shuffled his Cabinet and appointed Quebec MP Maxime Bernier to the foreign affairs portfolio.
