Walking a fine line in the Middle Kingdom

Stephen Harper scored an agreement with the Indians, but the goals for China are less specific.

Prime Minister Stephen Harper will cap several weeks of foreign travel this week with a much-anticipated visit to China that is expected to test every ounce of his statesmanship as he balances human rights and trade. As a result, expectations are high, but it appears the government and some China observers are trying to temper those hopes, saying the key point is that Mr. Harper is finally setting foot in the Middle Kingdom.
