Tories looking to form strategy for Africa

But skepticism abounds after years of disinterest.

The Harper government is preparing to formulate a strategy for engaging Africa, Foreign Affairs documents show. The news is being met with cautious optimism, with diplomats, industry and experts describing the move as long overdue but more than welcome.
