France, Tunisia say they were caught off guard on diaspora riding policy

DFAIT says its three-year-old policy has been well communicated, but some diplomats say they were unaware of it until last month.

Some foreign diplomats say they only heard for the first time last month about Canada's three-year-old policy against its inclusion in foreign electoral constituencies, even though the Department of Foreign Affairs says the policy was well communicated to the diplomatic community.
