Prime Minister Stephen Harper touched down on Canadian soil on Sept. 9 from the Asia Pacific Economic Cooperation Leaders' Summit with a long-awaited memento—a signed investment deal between Canada and China—that analysts say is a step in the direction of smoother commercial relations.
