The government is in a political straightjacket as it tries to defend itself against an onslaught of criticism over abuses of the Temporary Foreign Worker Program. Stories of abuse of temporary workers and displaced Canadian workers continue to dominate the news cycle, despite a series of government reforms to the program dating back more than a year.
