Canada, like other middle power nations, has the capability to act regionally outside of the UN umbrella, whereas big powers ­ like France and Britain ­ only humiliate the UN when they do likewise, Lt.-Gen. Roméo Dallaire told the Senate Foreign Affairs committee on Feb. 14. The committee convened for the first in a series of three public hearings for its special Africa study. Members of the diplomatic community were in attendance, as were nine Senators, including committee chair Sen. Peter Stollery to hear testimony from Lt.-Gen Dallaire which focused on development and security challenges in Africa, and how Canada can play a stronger role in bringing stability to the continent.
