UN Reform at the End of Kofi's Term

Next week, the members of the United Nations gather for the last plenary session of Kofi Annan's decade as secretary-general. It has been a year since his push for reform of the world organization culminated in an underwhelming package of institutional tweaks and platitudes, with member states unable to agree on anything at all concerning weapons of mass destruction. It was, as Annan said at the time, a "disgrace" – but also a salutary lesson to the various candidates eager to succeed him about the limited powers of the UN's chief administrative officer.
