Finding Fountain of Youth in Labour Mobility Laws

Last September, Quebec Premier Jean Charest announced that he was optimistic of signing a labour mobility agreement with France within a year. The announcement received scant attention, suggesting that it was the kind of declaration that most Quebec governments hang on the line from time to time. For Quebecers, agreements with France have some of the same buzz as the fascination of other Canadians for British pageantry and royal peccadilloes.
