Can shipbuilding strategy withstand recession?

There have been equal amounts of happiness and furor over the outcome of the National Shipbuilding Procurement Strategy. The world economic situation, however, is not good at the moment and the most optimistic predictions are only for a long period of very slow growth. What might be the result for shipbuilding if the world collapses into a very deep recession?
