USAID Overhaul

U.S. Secretary of State Condoleezza Rice and Head of Policy Planning Stephen Krasner are reportedly planning an overhaul of U.S. foreign aid policy in a bid to assert more political control over the international assistance program. Critics fear the proposed reforms could lead to a politicization of aid to tally with the Bush Administration's policy of promoting democracy in the world. The proposal is expected before Congress as early as next month.
