Cappe Swaps Caps

Canada' High Commissioner to the United Kingdom, Mel Cappe (above), is cutting his posting short by a few months in order to take over as president and CEO of the Institute for Research and Public Policy, a Montreal-based think-tank. Mr. Cappe has been high commissioner since 2002, and is wrapping up his four-year term a few months ahead of schedule. Mr. Cappe, a former clerk of the privy council and special advisor to former prime minister Jean Chrétien, will take over from Hugh Segal, who was appointed to the Senate. Mr. Cappe is reported as saying he hopes to bring more of an international presence to the IRPP.
