The grossly mishandled vote count in Haiti was described as president-designate Rene Préval's "election victory" by Prime Minister Stephen Harper in a press release. The two leaders spoke by phone, with Mr. Harper promising that Canada will work to "support democracy, reconstruction and reconciliation" in the poorest country of the Americas "for the long run."
