Terror At Home

Canadian Louise Arbour, head of the UN High Commission for Human Rights, said that the collapse of human rights within a country -- caused by unresolved issues with poverty, ethnic and racial hatred -- is as much a threat to security as external terrorism. Speaking in London, she also denounced the use of secret detention centres in Europe.
