Refugee claims at the Canada-U.S. border are down 50 per cent in the past 18 months, but a study by Harvard's Deborah Anker shows that it's the result of more people entering Canada illegally. The Safe Third Countries Act has had the unintended consequence of forcing more people to enter Canada without the proper paperwork, rather than stay in the U.S. where they apparently don't feel safe.
