The Center for Global Development, a U.S. think-tank, ranked Canada 10th out of the world's 21 richest countries for its contributions to developing countries. The 2006 Commitment to Development Index praised Canada's support for technological innovation, its low trade barriers, and its policies promoting investments in poor countries, but chided Canada's large share of tied aid, arms exports to undemocratic governments, and poor environmental record. The Netherlands ranks first, while Japan comes in last.
