Global Role 'Scandalous': Layton

In a French-language speech to university students last week in Montreal, NDP leader Jack Layton called Canada's current global role "scandalous" and said his party will hold the Tories accountable to increasing foreign aid from 0.33 to 0.7 per cent GDP by 2015. Mr. Layton also called for better monitoring of how foreign aid is spent. "[Canadians] want to know money is going to those who need it most," he said, according to the McGill Daily.
