Haiti Remains 'Volatile': Report

A briefing prepared in January for Foreign Affairs Minister Peter MacKay and obtained by the Canadian Press says Haiti's security situation is "volatile," and progress has been hampered by gangs and drug trafficking despite billions of dollar in aid, including $520 million from 2006-2011 from Canada. "Temporary improvements, followed by peaks in criminal activity demonstrate that security and stability has not been achieved," the report reads.
