Health Minister Tony Clement and the World Health Organization butted heads over safe injection sites during the XVII International AIDS Conference last week in Mexico City, the Globe and Mail reported last week. The WHO described safe injection sites as "priority interventions" that countries should adopt as they "enable known, WHO-recommended harm reduction interventions to be delivered and used in a safe environment." Mr. Clement, however, quickly lashed out. "Allowing and/or encouraging people to inject heroin into their veins is not harm reduction, it is the opposite," he was quoted as saying. "We believe it is a form of harm addition."
