Niger President Mamadou Tandja said investigations show terrorist groups are responsible for the disappearance of Canadian diplomats Robert Fowler and Louis Guay, Reuters reported. "All the investigations carried out lead us to believe that they are hostages of terrorist groups," Mr. Tandja said in his first public statement since the Dec. 14 abduction of the two Canadians in his country, who were there on a United Nations mission. Nobody has claimed responsibility for the abductions.
