Blaming the Bear

Canada is "deeply concerned" that negotiations between the Organization for Security and Co-operation in Europe and Russia have broken down, due to the "intransigence of one participating state," Foreign Minister Lawrence Cannon said in a statement on May 15. Mr. Cannon said Russia bears the responsibility for "this unfortunate impasse" and the termination of the OSCE mission in Georgia, which comes after five months of complex negotiations trying to secure a future mandate and presence for the organization there. He concluded the statement asserting that Canada supports Georgia's sovereignty and territorial integrity within its internationally recognized borders.
