The Alberta government is urging its federal Tory cousins to allow a major oil sands sale to a Chinese energy company. State-owned PetroChina will buy a 60 per cent share in Athabasca Oil Sands Corp's MacKay River and Dover projects for $1.9 billion, unless the Canadian federal government steps in to quash the deal. Under the Investment Canada Act, the government could refuse to allow the sale if the purchase has no net benefit for Canada. The deal is expected to close Oct. 31.
